As far as I am able to form an opinion of the general construction of the Prisons it is most defective in there being Buildings unconnected without any apparent means of maintaining adequate control or supervision .. I cannot say how far it might be suitable in such a Climate to divide the large rooms into small separate sleeping apartments one to each man (Sham Shui Po has adopted this plan at Pak Sha Wan with the best effects and they have it at Shaung Hing Ring also) to be submitted for approval .. A drawback to this plan does not appear to be space for the extension of the Prison which would probably be necessary if the rooms were divided unless the walls were of such a height as to admit of the Tiers & sleeping Berths ..

With reference to the occupation of the cells in Gaol A & B .. there are not ...
